Abilities:
Taylor has telepathic abilities, split into two main focuses: empathy and location. If they're fully developed he would technically be able to move things with his mind and do all the other traditional psychic stuff, but he hasn't had the proper training to do any of that yet.
First, he can sense and potentially manipulate emotions. When his powers first developed in his preteen years, he couldn't control it and was overwhelmed by sensing the emotions of literally everyone around him, but nowadays, he's honed it enough that the sense is only active when he wants it to be. (Powerfully negative emotions from, say, some Grand Evil Source, would still penetrate his self-imposed blocks to this sense, however.) Manipulating emotions can be done, but it's tougher. There are a lot of variables: how different the new emotion is from what they're currently feeling, how strong their current feelings are, whether they're aware of the manipulation occurring, and so on.
Second, he can locate any person he’s previously met so long as he's familiar enough with them to remember their face. This second ability is much more difficult for him to pull off, and takes at least a couple minutes to pinpoint the person in any reasonable degree of specificity. The more familiar he is with the person, the easier it is for this to work.
Though Taylor's abilities could be rather powerful and dangerous if abused, he's spent a good deal of his life attempting to suppress these powers in fear of just that. He's also not innately powerful in the first place-- his powers will never actually evolve to a level he could do any REAL evil at.

Taylor was born in New York in the 80's. His mother is Afro-Dominican and his biological father is mixed race; they were never married and split when he was about four years old. His mother met and married his stepfather when Taylor was eight.
Taylor's mother is a writer, and his stepdad works a minor position for the British government. They met when his plane had an overnight layover and he was stuck alone in a shitty diner at 4 in the morning. At the time he was working at a company he hated, and she was working a series of jobs that she also hated in order to support herself and Taylor. She was the only waitress there, and he was the only customer; they talked until her shift was over. They eventually got together and ultimately married. With his encouragement, she wrote a memoir of her childhood in the Dominican Republic in the midst of political turmoil (the 1960s-70s) and published it to a respectable amount of acclaim.
Siblings:
Taylor has a little sister (16). He was 10 years old when their parents adopted her as an infant. She has latent energy manipulation abilities that will soon be surfacing, unbeknownst to her and to everyone else she knows, of course.
